Micromobility can expand the reach of public transport on short routes, as long as there is security, parking, affordable prices and organization of public space.

Why the short stretch decides the trip

A station might be two kilometers from home: too close to wait for a rare feeder bus and too far to walk every day. Bicycles or scooters can reduce this barrier and expand the area served by high-capacity transport.

The benefit depends on the sidewalk, cycle path, relief, road safety, climate, physical capacity and the possibility of storing the equipment.

Rio’s regulations

In March 2026, City Hall definitively regulated the shared electric scooter system. The decree seeks integration with cycle paths and public transport and provides for the accreditation of companies by operational plan.

The rule creates an opportunity to address parking, areas of operation and data sharing. Public policy must avoid vehicles abandoned on sidewalks and ensure that supply is not concentrated only in areas with higher income and tourism.

Indicators for good integration

A successful connection is not just measured by the number of scooters available. It is necessary to observe trips that begin or end close to stations, the total cost of travel, territorial distribution, accidents and space occupation.
