A verifiable timeline
On March 12, 2026, City Hall signed contracts for the first phase of the RIO System in Campo Grande and Santa Cruz with the winning bidder. The announcement called for a larger fleet and a phased rollout of new vehicles.
On July 10, 2026, the notice for the second stage was published. The official competition page sets the public session for August 28, 2026, a date still in the future when this article is updated. Until the opening and judging, there is no winner of this stage.
What the second stage proposes
The tender notice covers five lots and supporting materials such as GTFS data, KML itineraries, timetables, and economic studies. City Hall announced more than 1,400 new buses, R$1.4 billion in private investment, and a 57% fleet increase in the covered regions.
Forecasting is not delivery. The values serve as a reference to monitor proposals, contracts, transition schedule, registered fleet and vehicles actually observed in circulation.
The Promised vs Delivered framework
BuzuRadar will adopt a simple classification so as not to mix stages.
| Status | Minimal evidence |
|---|---|
| Announced | Public declaration without corresponding notice or contract. |
| In consultation | Documents open to contributions, still subject to change. |
| Under bidding | Notice published and procedure underway. |
| Contracted | Instrument signed with operator and defined obligations. |
| In transition | Operational preparation, fleet and systems before full service. |
| In operation | Vehicles and lines providing the expected service. |
| Delivered | Contractual target proven within the announced deadline and scale. |
