Did observed supply really improve after the arrival of the new buses?

New fleet is a visible delivery; Service improvement requires measuring quantity, regularity, coverage and permanence before and after the change.

What would be an improvement

The answer depends on the original problem. If there was a lack of vehicles, more fleet and trips are expected. If the problem was grouping, regularity matters. If lines had been suspended, it is necessary to check resumption and coverage of points. If the vehicles were old, age, accessibility and air conditioning are included in the analysis.

A single photograph of the handover ceremony does not answer any of these operational questions.
