How the subsidy per kilometer for Rio buses works

Additional compensation does not depend only on a bus appearing on the map: City Hall validates trips, itineraries, and GPS transmission quality before calculating kilometers.

Why does the subsidy exist?

The fare paid by the passenger and the recognized cost of the operation may be different values. The subsidy is a public transfer intended to complement the remuneration for the service provided, with validation rules and discounts.

In the model published by SMTR, the basic calculation is the number of kilometers traveled and validated multiplied by the value established for each kilometer.

What counts as a trip completed

The official methodology uses GPS data to check whether the vehicle started at the starting point and reached the end point. It also considers whether there was an acceptable amount of communications and whether transmissions occurred within the expected itinerary.

Therefore, an isolated point on the map does not prove a complete trip. Likewise, counting different vehicles does not replace route reconstruction.

StepValidation question
Identification Were the vehicle and service recognized correctly?
Departure and arrival Is there evidence of the start and end of the trip?
GPS quality Are there sufficient communications to reconstruct the route?
Route adherence Are the positions compatible with the route's itinerary?
Calculation What validated mileage will be paid?

The 80% limit and be careful with simplifications

The subsidy page informs that lines or services below 80% of the minimum daily service do not receive the corresponding payment. This percentage is a rule of the official mechanism and cannot be reproduced just by looking at the number of icons at a time.

A public analysis can follow trends and point out divergences, but it must separate what was calculated by BuzuRadar from what was administratively validated by SMTR.
